Authorizes Arizona's governor to enter into the Interstate Health Care Freedom Compact with other states to protect residents' rights to pay directly for lawful health care services and to choose whether to participate in health plans or health care systems.

Requires party states to recognize and give full faith and credit to each other's health care freedom laws and criminal laws, and prohibits governmental agents from depriving or penalizing residents for exercising these protected rights.

Establishes that party states must cooperate with each other in preventing crimes and prosecuting violations of health care freedom criminal laws.

Designates each state's governor (or designee) as the compact administrator responsible for maintaining lists of party states, transmitting citations of health care freedom laws, and formulating procedures to effectuate the compact.

Becomes effective when at least two states deliver executed notices of confirmation acknowledging complete agreement to the compact terms, and permits any party state to withdraw four years after the compact first becomes effective.
