Adds Arizona Revised Statutes Title 12, Chapter 23 establishing requirements for judicial vacancies and appointments to supreme court, intermediate appellate court, and superior court positions.

Requires commissions on appellate and trial court appointments to submit at least five nominees to fill judicial vacancies, with exceptions allowing submission of fewer names by two-thirds vote to reject applicants.

Limits political party representation among nominees: if five or more nominees are submitted, no more than 60 percent may be from the same political party; if fewer than five are submitted, no more than two may be from the same party.

Mandates that voting records of all commission members be recorded in minutes and made public, including how each individual commissioner voted on nominations.

Became effective April 5, 2013.
