Allows law enforcement agencies to assign retired peace officers to school safety programs with school consent, in addition to active peace officers and certified reserve officers.

Establishes a school safety fund that school districts may create with contributed monies to pay the costs of retired peace officers assigned to schools, with health insurance provided by the assigning law enforcement agency.

Creates a tax credit of up to $400 per year for individual and corporate taxpayers who contribute to a school safety fund, with unused credits carried forward up to five consecutive years.

Requires the school safety fund monies be transferred to the fund within 30 days if established, and any undesignated monies held by schools shall be transferred to the newly created fund.

Repeals sections 15-153, 15-154, and 15-155 along with the new tax credit sections on January 1, 2018, with the school safety program oversight committee terminating July 1, 2017.
