• Establishes fixed tuition rates for eligible undergraduate students at Arizona Board of Regents universities, locking in tuition at the rate charged when the student first enrolls for four continuous academic years (eight consecutive fall and spring semesters).

• Extends fixed tuition protection to students who enrolled before the 2012-2013 academic year and remain enrolled, with rates based on their most recent semester of attendance.

• After eight semesters, students who have not completed their degree face a tuition increase equivalent to the rate for students entering one year later for semesters nine and ten; students still enrolled after ten semesters pay the current prevailing rate.

• Allows students to request extensions beyond the maximum durations for unusual or extenuating circumstances, and tolls the fixed rate period for military members called into active duty if they reenroll within twelve months.
