Gives preference to Arizona bidders over nonresident bidders when two or more bids are identical in price for contracts awarded under section 41-2533, subsection G.

Requires purchasing agencies to add a percentage increase to nonresident bids equal to the in-state preference percentage given in that bidder's home state.

Directs the department to publish annually by January 1 a list of states offering in-state bidder preferences and their corresponding percentages.

Defines "Arizona bidder" as a business that is authorized to transact business in Arizona, maintains headquarters in the state for at least 12 consecutive months before bidding, and has paid all assessed taxes.

Defines "headquarters" as the principal central administrative office where primary business functions including financial, personnel, administrative, legal, and planning services are performed.
