Amends Arizona Revised Statutes section 34-451 to rename the "governor's energy office" to the "governor's office of energy policy" throughout the statute.

Requires all state agencies, universities, school districts, and community college districts to purchase at least 10 percent of their energy requirements from green sources (renewable and nonpolluting sources including solar, wind, landfill gas, and low-impact hydroelectric) by July 1, 2018.

Requires all existing state buildings exceeding 50,000 square feet to comply with Leadership in Energy and Environmental Design (LEED) existing buildings standards by July 1, 2018, with the governor's office monitoring updates to the rating system.

Requires all new or leased state buildings to conform to LEED green building rating system standards as prescribed by the governor's office of energy policy.

Maintains existing requirements for state agencies to reduce energy use by 10 percent per square foot by 2008 and 15 percent by 2011, and mandates procurement of energy-efficient products certified by federal agencies.
