Requires all school districts and charter schools to adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2014, with an exception if implementation is not economically feasible.

Directs the Department of Education to determine green cleaning supply guidelines in consultation with the Department of Environmental Quality and provide specifications to all schools.

Amends energy conservation standards to require state agencies to reduce energy use by 20% per square foot by July 1, 2021, and establishes requirements for purchasing renewable energy and conforming buildings to LEED standards by July 1, 2018.

Creates an Energy and Water Efficiency Fund for Public Facilities administered by the Arizona Commerce Authority with $10 million in initial funding to provide low-interest loans to state agencies, universities, cities, counties, and political subdivisions for energy and water efficiency improvements, ending July 1, 2023.

Establishes a Green Public Schools Task Force to identify retrofit procedures, recommend a model green cleaning policy, and make financing recommendations for public school energy efficiency, with findings due by November 1, 2014.
