School district governing boards may contract with public bodies or private persons to provide special education, with exemption from competitive bidding requirements under section 15-213.

School districts may independently or jointly apply for special education funding and cooperate with each other and eligible educational institutions to provide special education services and share facilities and personnel.

School districts may jointly purchase, sell, lease, or lease-purchase property for special education purposes if they enter into an intergovernmental agreement under section 11-952 and obtain state board of education approval.

School districts may individually or jointly accept gifts or grants of money, land, or other property for special education purposes and manage or dispose of such property according to the gift or grant terms.
