Amends Arizona Revised Statutes section 41-1822 regarding the Arizona Peace Officer Standards and Training Board's powers and duties.

Adds a new training requirement for peace officers on recognizing and handling persons who are seriously mentally ill and potentially suicidal or violent, including legal authority for custody and required procedures, based on job task analysis with tested performance objectives.

Authorizes the board to determine which peace officers must attend refresher training or pass tests on the new mental illness training topics and establish the frequency of such testing or training.

Maintains existing provisions clarifying that the statute does not create a cause of action for discrimination based on sexual orientation, defining the term as consensual homosexuality or heterosexuality.
