Appropriates $50,000,000 from the budget stabilization fund to the Department of Education for fiscal year 2013-2014.

Funds are allocated as grants to school districts for soft capital pursuant to Arizona Revised Statutes section 15-962.

Grant distribution to districts is based on the percentage of free and reduced price lunches each district was eligible for during the prior fiscal year under federal school lunch and child nutrition programs.

Grants must be used to implement common core standards adopted by the state board of education, with discretion given to individual school districts on specific uses.
