Amends Arizona Revised Statutes section 28-3153 to repeal requirements that the Department of Motor Vehicles verify an applicant's legal presence in the United States before issuing a driver license or nonoperating identification license.

Removes the prohibition on accepting out-of-state driver licenses as primary identification if that state does not require lawful presence verification.

Eliminates rules requiring procedures for verification of applicant immigration status and issuance of temporary permits pending status verification.

Restores the ability of undocumented immigrants to obtain Arizona driver licenses by removing citizenship/legal presence documentation requirements.
