Amends section 13-4433 of the Arizona Revised Statutes regarding victims' rights to refuse interviews.

Requires the defendant, defendant's attorney, or their agent to initiate contact with victims only through the prosecutor's office, which must inform the victim of their right to refuse the interview.

Allows victims to set conditions on interviews, terminate interviews at any time, and refuse to answer questions; permits prosecutors to seek protective court orders against harassment or intimidation.

Establishes that if a defendant or attorney comments at trial on a victim's refusal to be interviewed, the court must instruct the jury that victims have a constitutional right to refuse interviews.

Requires a prosecutor to be present during any interview with a minor child victim who has agreed to an interview, regardless of whether the parent or legal guardian initiated contact with the defendant or defendant's representative.
