Amends Arizona Revised Statutes Section 15-393 to change funding eligibility for students in grades one through eight in joint technical education districts (JTED).

Students in grades one through eight are no longer eligible to be included in the JTED student count or average daily membership and cannot be funded with JTED monies.

Removes previous exception allowing students in grade eight or nine to be funded with monies from the five-cent qualifying tax rate authorized for JTED.

Effectively restricts JTED funding and course enrollment to students in grade nine and above, with specific provisions for career and technical education courses.
