Creates new class 6 felony for discharging a firearm while having blood alcohol concentration of 0.08 or more, with law enforcement authorized to require blood, breath, or urine testing.

Establishes 5-year waiting period before persons convicted of violating the unlawful firearm discharge statute can file to restore their right to possess or carry a gun or firearm.

Maintains existing exceptions to unlawful discharge charges for lawful hunting, properly supervised ranges, wildlife control, self-defense against animal attacks, and other specified circumstances.

Makes grammatical corrections throughout sections 13-905 and 13-906 by replacing "which" with "that" and updating gendered pronouns to neutral language.
