Establishes a five-year structured English immersion (SEI) exemption pilot program under the Department of Education with participation limited to up to five high schools, with no more than two in counties with populations of 2 million or more.

Requires at least two of the participating schools to be charter schools, with one located in a county with a population of 2 million or more persons.

English language learner students in participating schools are exempted from SEI requirements under Arizona Revised Statutes Title 15, Chapter 7, Article 3.1 for the duration of the pilot program.

Selected schools must meet specific criteria including meeting annual measurable achievement objectives for English language learners under the No Child Left Behind Act and receiving school letter grades of A, B, or C.

Requires the Department of Education to submit a report on pilot program effectiveness to the governor, Speaker of the House, and President of the Senate by September 15, 2019; the section expires December 31, 2020.
