Amends Arizona Revised Statutes section 28-909 to increase the maximum civil penalty for seat belt violations from $10 to $50 per violation.

Requires front seat occupants and passengers under 16 years of age in motor vehicles manufactured in 1972 or later to wear properly adjusted and fastened lap and shoulder belts or lap belts while the vehicle is in motion.

Prohibits peace officers from stopping or issuing citations solely for seat belt violations unless there is reasonable cause to believe another motor vehicle law violation has occurred.

Prevents seat belt violations from being considered in driver license suspension or revocation decisions and prohibits insurers from using violations to establish insurance rates, cancel policies, or refuse renewals.

Exempts children subject to child passenger restraint requirements, persons with medical or psychological inability to wear seat belts per physician statement, and letter carriers performing postal duties.
