Amends Arizona Revised Statutes Section 15-393 to require satellite courses offered by joint technical education districts (JTEDs) to be approved by the JTED governing board.

Establishes new average daily membership (ADM) apportionment rules for satellite courses, with the school district and JTED determining apportionment based on maintenance and operational costs in the first year.

Specifies that in the second and all subsequent years, any portion of ADM exceeding 1.0 for satellite courses shall be apportioned to the school district.

Requires that the sum of ADM for pupils in both school districts and JTEDs shall not exceed 1.25 for satellite courses and other facility-based courses.

Maintains existing provisions regarding intergovernmental agreements between JTEDs and school districts, including requirements that agreements specify financial provisions, accountability measures, and service delivery responsibilities.
