Amends Arizona Revised Statutes Section 39-121.02 regarding attorney fees in public records actions.

Prohibits courts from awarding attorney fees to officers or public bodies in any action under the public records statute.

Preserves the right of non-governmental parties to recover attorney fees, expenses, and double damages under Arizona Revised Statutes Section 12-349.

Maintains existing provisions allowing courts to award attorney fees and legal costs to persons seeking public records who substantially prevail in superior court actions.

Preserves the right of individuals wrongfully denied access to public records to bring a cause of action for damages against the denying officer or public body.
