Urges the United States Congress to enact comprehensive immigration reform that fully enforces immigration laws and gains operational control of borders.

Acknowledges that immigrants are essential to the United States economy and society, particularly in technology, medicine, agriculture, manufacturing, hospitality, and construction sectors facing labor shortages.

Notes that approximately 10 million undocumented immigrants live and work in the United States, with roughly one-third having resided in the country for 10 or more years, many starting businesses and purchasing homes.

Points out that state and local governments have taken unauthorized civil immigration enforcement actions due to federal government failures, resulting in civil rights violations and unconstitutional laws such as Arizona's Senate Bill 1070.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and all Arizona members of Congress.
