Urges the United States Congress to authorize a federal land exchange to allow the Resolution Copper project to proceed in southeastern Arizona.

Notes that Arizona consistently produces over half of total U.S. copper annually, producing 68% of U.S. copper in 2011 and ranking sixth globally in mined copper production.

States that copper mining employs more than 10,000 Arizona residents, generated $436 million in state and local tax revenues in 2011, and created an estimated economic impact of 46,000 jobs and $4.31 billion in total income.

Estimates the Resolution Copper project would generate $61.4 billion in total economic impact over its lifetime, provide $20 billion in federal, state and local tax revenue, and create approximately 3,700 jobs.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the U.S. Senate, Speaker of the U.S. House of Representatives, and each Member of Congress from Arizona.
