Urges U.S. Congress to enact legislation extending construction reimbursement and per diem eligibility to veterans' homes on tribal lands, currently restricted under 38 U.S. Code section 101.

Current law limits 65% construction reimbursement and per diem to state veterans homes on land owned by states, territories, possessions, District of Columbia, and Puerto Rico, excluding tribal governments.

Highlights the Navajo Nation's approved funding for a veterans nursing care home in Chinle, Arizona, which would not qualify for federal reimbursement or per diem under existing law.

Requests extension of benefits to tribal veterans' homes that are certified by the Veterans Administration and meet the same standards as state veterans' homes.

Directs Arizona's Secretary of State to transmit copies of the memorial to congressional leadership, the Assistant Secretary of Indian Affairs, and Arizona's congressional delegation.
