AZ HCR2012

Enacts the "Arizona Higher Education Fairness Act" for voter approval, allowing undocumented immigrants who entered Arizona before age 16 and have lived in the U.S. for at least 5 years to qualify for in-state tuition status.

Requires undocumented students to meet additional criteria: currently enrolled in school, high school graduate, GED holder, or honorably discharged veteran; be under 31 years old; and have no felony convictions.

Extends in-state tuition eligibility to adult education students who would qualify under the new in-state or county resident status provisions, removing previous restrictions based on lawful presence.

Repeals section 15-1825 and amends sections 1-502, 15-232, 15-1802, and 15-1803 of Arizona Revised Statutes to align tuition classifications with the new eligibility standards.

Grants qualifying students the same rights and benefits as other in-state students, including eligibility for financial aid and scholarships, with confidentiality protections for submitted information.
