Proposes amendment to Arizona Constitution to add Article IV, Section 3, establishing requirements for statewide initiative and referendum measures approved in 2016 and later.

Initiative and referendum measures explicitly designated as subject to the Voter Protection Act of 1998 would require a three-fourths vote of both legislative houses to amend, and only if the amendment furthers the measure's original purposes.

Designated measures would automatically be referred to voters eight years after initial approval for reauthorization; failure to reauthorize by majority vote would repeal the measure.

Measures not specifically designated as subject to the Voter Protection Act of 1998 would allow the legislature to retain full authority to amend, repeal, or modify them without restriction.

Proposition to be submitted to Arizona voters at the next general election for approval.
