AZ HCR2022

Applies to Congress to call a constitutional convention under Article V to propose an amendment requiring a balanced federal budget, except in cases of national emergency.

Requires that total federal appropriations cannot exceed total estimated federal revenue for any fiscal year, along with related fiscal restraint measures.

Aggregates this application with existing balanced budget applications from 19 states (Alabama, Alaska, Arkansas, Colorado, Delaware, Florida, Indiana, Iowa, Kansas, Maryland, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, Pennsylvania, and Texas) toward the two-thirds threshold needed to trigger a convention.

Establishes this as a continuing application that supersedes all previous balanced budget applications from Arizona until two-thirds of state legislatures apply on the same subject.

Directs Arizona's Secretary of State to transmit copies of the resolution to congressional leadership, Arizona's congressional delegation, and presiding officers of all state legislatures.
