Restructures Arizona's tobacco tax system by renaming the "tobacco tax funds" to "tobacco tax and health care fund" and repealing multiple related statutes.

Establishes a health education account within the tobacco tax and health care fund with 23 cents of each dollar deposited for tobacco prevention and reduction programs through public health education, cessation, and community-based initiatives.

Repeals sections 36-770, 36-772, 36-776, 36-777, 36-778, and 42-3251.01 of Arizona Revised Statutes while creating a new section 36-772 governing the health education account.

Requires the Department of Health Services to administer the health education account, manage contracts with county health departments and nonprofits, and submit biennial evaluations to the governor and legislature.

Limits spending from the health education account to no more than 90 percent of the previous fiscal year's allocation and prohibits use of funds for lobbying activities or political campaigns.
