Proposes amendment to Article IV, Part 1 of the Arizona Constitution requiring voter-approved ballot measures authorizing state expenditures to be valid for only 8 years.

Requires reauthorization measures to be placed on the next general election ballot after the 8-year period expires, needing majority approval to extend authorization for another 8 years.

Applies retroactively to all existing ballot measures authorizing or requiring state spending; measures enacted 8 or more years before the amendment's effective date must be reauthorized at the next general election.

Directs the Auditor General to conduct special audits every 5 years evaluating the costs of voter-protected measures from enactment to present, with reports due to the Governor, legislative leaders, and Secretary of State by August 15 of audit years.

Requires submission of the proposed constitutional amendment to Arizona voters at the next general election.
