Recognizes the organization's commitment to community service, with each Boy Scout performing 12 hours annually for a total of 30 million community service hours yearly.

Affirms the Boy Scouts of America's right as a private voluntary organization to set its own membership and leadership standards, including its "don't ask, don't tell" policy.

Expresses the Legislature's support for the Boy Scouts of America's core values including duty to God and country, personal honor, respect for others' beliefs, and volunteerism.
