Requires secretary of state to select a unique color for outbound and inbound early ballot envelopes in elections where secretary of state is the filing officer.

Adds requirement that voters who give their voted ballot to another person for delivery must certify they voted and sealed the ballot before giving it to that person.

Creates new offense for ballot collectors: prohibits early ballots from being returned by paid or volunteer workers of political committees or other organizations they serve, with class 6 felony penalty; exempts candidates and candidates' spouses.

Adds affidavit language allowing voters to designate any person to return their ballot except those working for political organizations or groups.

Makes grammatical corrections to voter assistance language in early ballot affidavit forms.
