Amends section 36-3410 of Arizona Revised Statutes to modify requirements for regional behavioral health authorities and their contracts with the Department of Health Services.

Requires monthly summary statements detailing clients served, units of service, and funding distribution by title XIX status and service category, with director authority to demand additional critical information.

Establishes that regional behavioral health authorities in counties with populations exceeding 800,000 must have at least two behavioral health contractors and prohibits these authorities from contracting with networks or administrative entities.

Requires all behavioral treatment services provided by the department to transfer to regional behavioral health authorities beginning January 1, 2014, while allowing the department to contract with any willing provider meeting department requirements.

Mandates appropriated monies for children's behavioral health and seriously mentally ill services be spent only for prescribed purposes and establishes accounting methodology requirements approved by the department.
