Amends Arizona's sunrise review process for health professions by removing provisions related to increases in scope of practice for existing professions.

Modifies the definition of "applicant group" to delete reference to proposals for increasing the scope of practice of health professions.

Repeals section 32-3106 of Arizona Revised Statutes entirely and removes cross-references to that section.

Adds a requirement that when health professional groups propose to increase scope of practice, copies of written reports must be sent to the relevant regulatory board for review and comment.

Clarifies that increases in scope of practice legislatively enacted before the bill's effective date are exempt from the chapter's requirements.
