Amends Arizona Revised Statutes Section 34-451 to rename the "governor's energy office" to the "governor's office of energy policy" throughout the statute.

Requires state agencies, universities, school districts, and community college districts to purchase at least 10% of their energy requirements from green sources (renewable and nonpolluting sources including solar, wind, landfill gas, and low-impact hydroelectric generation) by July 1, 2018.

Mandates that all existing state buildings exceeding 50,000 square feet must conform to Leadership in Energy and Environmental Design (LEED) Existing Buildings standards by July 1, 2018, with the governor's office monitoring changes to the rating system.

Requires all new or leased state buildings to conform to LEED Green Building Rating System standards as prescribed by the governor's office of energy policy.
