SB 1020 Summary

• Requires all school districts and charter schools to adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2014, unless doing so would increase cleaning costs.

• Establishes energy conservation standards for new public buildings including schools, universities, and community college buildings consistent with American Society of Heating, Refrigerating and Air Conditioning Engineers standards.

• Creates the Energy and Water Efficiency Fund for Public Facilities with $10 million from the Arizona Commerce Authority to provide loans to state agencies, cities, counties, and political subdivisions for energy and water efficiency measures, with repayment from energy and water savings.

• Requires state agencies to reduce energy use by 10% by 2008, 15% by 2011, and 20% by 2021, and mandates all state buildings purchase at least 10% of energy from green sources by July 1, 2018.

• Establishes a Green Public Schools Task Force to recommend procedures for retrofitting schools to meet leadership in energy and environmental design standards and to develop a model green cleaning policy, with a final report due by November 1, 2014.
