Establishes the Phoenix Sky Harbor International Airport Study Committee consisting of 7 members: 2 state senators (different parties), 2 state representatives (different parties), and 3 public members appointed by the governor, senate president, and house speaker.

Committee shall study the airport's expansion ability, capacity to service a larger metropolitan area, feasibility of additional regional airports, and economic impacts on access, efficiency, and availability for commercial interests and the public.

Committee must submit findings and recommendations to the governor, senate president, and house speaker on or before November 1, 2015, with a copy provided to the secretary of state.

The committee is repealed effective September 30, 2016.
