Amends section 48-804 of Arizona Revised Statutes to correct references to the effective date of previous fire district governance changes from "the effective date of this amendment" to the specific date of July 29, 2010.

Grandfathers existing fire districts administered by an elected chief and secretary-treasurer until the first term of office beginning after the next regular election following July 29, 2010.

Requires all districts that were administered by an elected chief and secretary-treasurer to transition to either a three-member or five-member elected board of directors, with the positions of elected chief and elected secretary-treasurer ceasing to exist and hold no authority.

Prohibits establishment of any new fire districts with an elected chief and secretary-treasurer governance structure and prevents reorganization of existing districts into that structure effective July 29, 2010.

Specifies that transitioning board members shall serve staggered four-year terms with initial terms determined as prescribed in section 48-803, subsection F.
