Amends Arizona Revised Statutes Section 28-455 to expand who may access motor vehicle records from the Department of Transportation.

Adds certified process servers to the list of professionals authorized to obtain personal information from motor vehicle records in connection with civil, criminal, administrative or arbitration proceedings, service of process, and judgment enforcement.

Maintains existing privacy protections by keeping the restriction that highly restricted personal information cannot be disclosed without express consent, except for specific permitted uses.

Existing authorization for attorneys and licensed private investigators to access motor vehicle records for legal proceedings is preserved alongside the new certification for process servers.
