Amends Arizona Revised Statutes Section 11-445 to authorize duly appointed or certified private process servers to enter and remain lawfully on real property while attempting to serve or serving process.

Grants private process servers the privilege to enter unannounced and remain lawfully in planned communities, condominium associations, and gated or guarded properties during process service activities.

Maintains existing requirements for private process server registration through the supreme court, including criminal background investigations and fingerprint submissions to the department of public safety.

Preserves all existing fee structures and service limitations for sheriffs, constables, and private process servers in civil actions.
