Adds "certified process server" as an eligible person who can request confidentiality of their residential address and telephone number from county recorder, county assessor, county treasurer, and motor vehicle records.

Allows certified process servers to request that the general public be prohibited from accessing the unique identifier and recording date in county recorder indexes for five years.

Extends confidentiality protections in voter registration records to include certified process servers alongside other eligible persons such as peace officers, prosecutors, judges, and others in law enforcement or judicial roles.

Modifies language in sections 11-483, 11-484, 16-153, and 28-454 to change "a multiplicity of" to "multiple" filings and updates notification terminology from "notification" to "notice."

Requires the department of transportation and other agencies to redact certified process servers' residential addresses and telephone numbers from public records within specified timeframes upon court order.
