Amends section 36-2239 of Arizona Revised Statutes to establish new reimbursement rates for ambulance services provided to Arizona Health Care Cost Containment System (AHCCCS) enrollees.

Establishes that AHCCCS and its contractors shall reimburse ambulance service providers at 80 percent of the department-prescribed rates effective October 1 of each year, with annual adjustments based on the department's approved ambulance service rates as of July 1.

Provides transitional reimbursement rates: 68.59 percent of August 2, 2012 rates for October 1, 2012 through September 30, 2013; 68.59 percent of August 2, 2013 rates for October 1, 2013 through September 30, 2014; and 74.74 percent of August 2, 2014 rates for October 1, 2014 through September 30, 2015.

Modifies existing ambulance service rate adjustment procedures, including automatic rate increases and provisions for rate adjustments when departmental hearings are not held within 90 days.

Declares the act an emergency measure effective immediately upon passage.
