Amends Arizona Revised Statutes Section 5-602.01 regarding the Department of Gaming's authority to adopt rules and impose civil penalties.

Modifies the procedure for depositing civil penalties collected by the department, changing from "transferred to the state treasurer for deposit" to being "deposited, pursuant to sections 35-146 and 35-147, in the state general fund."

Maintains existing civil penalty authority: up to $5,000 per day (maximum $25,000 total) for certificate holder violations, and up to $500 for rule violations that do not constitute grounds for certificate revocation.

Preserves the department's requirement to consider violation seriousness and financial impact on certificate holders when determining penalty amounts.

Retains the Attorney General's authority to file superior court actions to recover civil penalties at the director's request.
