Amends Arizona Revised Statutes Section 5-403.01 regarding bingo license location transfers.

Requires licensees to obtain prior written approval from the governing body (city, town, or county board of supervisors) of the proposed new location before transferring a bingo license.

Mandates a public hearing by the local governing body before approval can be granted for a license location transfer.

Requires the licensee to submit the local approval document and existing license to the licensing authority, which must then issue a new license identifying the new location.

Prohibits temporary transfers of bingo license locations and specifies that transfers are not effective until the new license is issued.
