Amends Arizona Revised Statutes section 8-144 to establish eligibility for behavioral health services for children previously in state custody who were adopted.

Makes behavioral health services available to adopted children even without a specific subsidy agreement or explicit coverage in the adoption subsidy agreement, provided the child was a ward of the court at the time of adoption.

Maintains existing provisions for adoption subsidy agreements, including periodic annual reviews to assess appropriateness and reasonableness of subsidies.

Preserves confidentiality protections for all subsidized adoption records, with disclosure only permitted in accordance with Department of Economic Security rules.

Continues eligibility for adoption subsidies through age 21 if the individual is enrolled in and regularly attending school unless they have obtained a high school diploma or certificate of equivalency.
