Amends Arizona Revised Statutes Section 11-410 regarding county use of resources in elections.

Changes the word "reports" to "pamphlets" in the exception allowing counties to distribute informational materials on proposed bond elections.

Maintains the prohibition on counties using personnel, equipment, materials, buildings, or other resources to influence election outcomes.

Preserves the exception permitting counties to report on official actions of the county board of supervisors.

Does not affect the civil and political liberties of county employees as guaranteed by U.S. and Arizona Constitutions.
