Amends Arizona Revised Statutes section 34-401 to clarify the effective date for automated external defibrillator (AED) requirements in state buildings

Specifies that new state buildings or those undergoing major renovations costing at least $250,000 must be equipped with AEDs on or after July 1, 2003

Requires the joint legislative budget committee and governor's office of strategic planning and budgeting to include AED funding in capital budgets for new state buildings starting in fiscal year 2003-2004 and continuing annually
