Amends Arizona Revised Statutes Section 35-149 regarding disposition of private funds received by state departments, institutions, boards, and commissions.

Changes grammatical language from "which" to "that" and from "shall" to appropriate verb forms, and replaces "such" with "the" or "those" for clarity throughout the statute.

Requires state entities receiving private funds to certify to the department of administration the source, terms and conditions, trustees/administrators, and authorized expenditure approver for each fund.

Mandates separate accounting for private funds and contributions, with disbursements made only on approved warrants or electronic funds transfer vouchers.

Maintains existing exemptions for university dining halls, dormitories, bookstores, student activities, federal monies, and private monies of students or patients at state institutions.
