Amends Arizona Revised Statutes Section 11-144 regarding the resolution of disputes after formation of new counties.

Adds "districts" to the statute's reference to community college entities, clarifying that the county formation commission's authority extends to community college districts.

Maintains the commission's existing authority to resolve disagreements involving terminating and transferring affairs of affected counties, school districts, and special taxing districts.

Preserves provisions allowing aggrieved parties to appeal commission determinations to the Arizona Supreme Court with priority hearing.

Keeps the requirement that the commission complete its work by December 31 of the second year following new county organization, after which the commission terminates.
