Amends child welfare placement procedures to clarify that agencies must provide foster parents with written summaries of known information about placed children at the time of placement, including demographics, medical history, custody type, and family information.

Establishes a monthly stipend of $75 per child for grandparents or great-grandparents who serve as caregivers for dependent children, subject to appropriation and specific eligibility requirements including income limits (not exceeding 200% of federal poverty level) and legal presence in the United States.

Stipend eligibility excludes grandparents or great-grandparents who are licensed foster parents, receiving TANF assistance, or participating in the permanent guardianship subsidy program.

Amends guardianship statute to make grandparents or great-grandparents who are appointed as legal guardians eligible for the monthly stipend established in the child welfare section.
