Establishes the Arizona State Library, Archives and Public Records as the central depository for official records of state officers, counties, cities, towns, and all public bodies, including electronic records.

Creates a trusted electronic records repository operated by the state library to preserve, secure, and make available electronic and digitized records of the state archives and state documents program.

Expands the definition of "public body" to include all branches except the judicial branch, departments, boards, bureaus, commissions, and any organization supported in whole or in part by state or political subdivision monies.

Establishes two new revolving funds: the museum gift shop revolving fund for capitol museum gift shop proceeds, and the electronic records repository fund for operating expenses of the trusted electronic records repository.

Appropriates $482,700 from the state general fund in fiscal year 2013-2014 to the electronic records repository fund for trusted electronic records repository and archives management software.
