Extends license validity period from one year to two years for hearing aid dispensers, audiologists, and speech-language pathologists, with renewal required every two years instead of annually.

Increases continuing education requirements for hearing aid dispensers from 12 to 24 hours per 24-month period, with at least 8 hours required to be in-person hands-on instruction, and increases requirement for audiologists and speech-language pathologists from 10 to 20 hours.

Modifies examination frequency requirement from "at least one" to "at least two" annual examinations for hearing aid dispenser applicants, unless insufficient applicants exist for the second examination.

Changes deposit requirements so 10% of monies collected goes to the state general fund and 90% goes to the health services licensing fund established in section 36-414, except civil penalties go entirely to the general fund.

Revises temporary license provisions to allow a 12-month period and permits one renewal before expiration if the initial examination is failed; bars the director from issuing further renewals to applicants who have previously renewed a temporary license.
