Allows charter school pupils to be counted in membership calculations with joint technical education district (JTED) courses at community colleges or JTED-owned facilities at up to 1.75 combined enrollment, in addition to the existing 1.25 limit for JTED courses at member district sites.

Maintains existing restrictions on dual enrollment between charter schools and traditional public schools, which cannot exceed 1.0 combined daily membership without specific apportionment between schools.

Applies the dual enrollment limits to JTED courses provided at community colleges or standalone JTED facilities, allowing higher combined enrollment (1.75) compared to JTED courses at member district sites (1.25).

Requires apportionment of pupil enrollment and attendance between charter schools and JTEDs based on the percentage of time the pupil spends in each program when combined enrollment exceeds allowable limits.
