• Expands the definition of "unprofessional conduct" to include additional violations such as entering into improper financial relationships, failing to maintain client confidentiality, and promoting unwarranted treatment beyond reasonable benefit.

• Establishes new provisions for student supervision by occupational therapists and occupational therapy assistants, including requirements for signing clinical documentation and direct supervision of level II students.

• Creates a substance abuse recovery program alternative to disciplinary proceedings for impaired professionals who have not been convicted of controlled substance felonies and who enter into a consent agreement with the board.

• Authorizes board reinstatement of suspended licenses after completion of reapplication and competency requirements, with different processes for suspensions lasting less than or more than two years.
